Following the meeting between the President of Guyana, His Excellency Dr Irfaan Ali and the President of Venezuela, and HE Nicolás Maduro on December 14, 2023, in St Vincent and the Grenadines, a Joint Commission was created between the two countries.
The Joint Commission, comprising the Foreign Ministers and technical persons from the two States is expected to address matters “as mutually agreed” on by both parties, all to derive a “peaceful resolution” of the Guyana-Venezuela border controversy.
Both delegations met in Brasilia, Brazil, with Guyana’s delegation being led by the Minister of Foreign Affairs and International Cooperation, the Honourable Hugh Todd.
Brazil facilitated the meeting through its Foreign Minister, Mauro Vieira, while representatives of the United Nations (UN) and the Community of Latin American and Caribbean States (CELAC) attended as observers.
The talks held were part of meetings to be held between the technical teams from Guyana and Venezuela, ahead of a second meeting between Guyana’s President Dr. Irfaan Ali, and Venezuela’s Nicolás Maduro. These efforts are to further advance the Argyle Declaration – a peace agreement between Guyana and Venezuela.
Guyana remains fully committed to the principles of the Argyle Declaration, particularly the maintenance of peace in Latin America and the Caribbean.
